In June of 1966 the White House Conference "To Fulfill These Rights" took place, focusing on discrimination against Black Americans in housing, financial, and educational settings and opportunities. These two women referenced in the inscription may have attended that conference which counted 2400 attendees. Proctor's book was published in 1966 and speculates on the opportunities young Black people may have in the future, while calling for more attention and legislation devoted to advancing equality for Black Americans.
